The unbreakable safe.
The mayor of Blockburg Heights installed a safe. Not a regular safe. An unbreakable one. He brought it in on a flatbed, set it in the back of the town hall, locked it once, and went back to being the mayor. The whole point of an unbreakable safe is that it just gets to sit there. Nobody is getting in. Nobody is even going to try.

The whole town was pleased.
The barista kept making coffee. The gardener kept watering the flowers, even though the flowers were doing fine without her. The mailman delivered the mail to roughly the same six houses he always did. The cat watched everything from a wall. The dog watched everything from under a bench. The firefighter, who has been saying for two years that the mayor should be the one paying for the fire station, complained slightly less, because a mayor with a vault is a mayor with money.

Except one person.
The thief saw the safe go in. The thief loves a challenge. An unbreakable safe is not a deterrent to a thief who loves a challenge. An unbreakable safe is an invitation. Somewhere in Blockburg, the thief was already taking notes.

So can you find it?
The mayor is pretty sure you can't. Most adventurers haven't gotten further than the cafe roof, petting the cat. But somewhere in this town, somebody is going to track down that mask and figure out the way in. Could be you. So who knows.
